The customer should be providing direction as to which fabrication standard applies if this is not an "off-the-shelf" item, i.e. custom design/build.

The fabrication standard or project specifications should address the need for stress relief or other postweld heat treatment.

Generally, if a component is postweld heat treated and a subsequent repair is performed, an additional PWHT is needed.
