Doesn't matter which code for the most part.  Oversize is not a problem unless it interferes with another member attachment.   Profile is always a consideration and too much reinforcement but not the actual size. 

Now, there will be occasions where the Engineer may stress a limit to oversize to keep from adding additional stresses and/or heat to the part.
