I was reviewing the D17.1 section 5.4.6.2 " The welding condition restrictions of Table 5.6 do not apply to the qualification of welding operators."

When I was performing operator qualification, the test specimen condition are no backing, single weld and complete penetration.

Does this mean that operators only have these (no backing, single weld and complete penetration)qualifications?
