The fast, quick, short, concise answer to your question is .... YES.
But, that is not the rest of the story. You have to look through the list of 'exemptions' in Clause 6.2.1.
You should be able to take D1.8 and with the information you already have and input from the Engineer on your job make the applicable decision for your application.
I am not familiar with your material specs but since you are using 70 series FCAW would go out on a limb and say that you qualify under the 6.2.1 exemptions to go with the manufacturer specs and write an applicable WPS and go to work. Most manufacturer's have already tested their electrodes per D1.8 and the heat input qualifications not need to be duplicated.
Make sure you read 6.2.3.
