I had a disagreement regarding 2.18.1 with my boss and im looking for clarification. I was saying that 2.18.2 is prohibiting flat position bevel grooves when a v groove can practibally be made. Hes saying it say you can if you qualify it. He says it says so in 2.18.1, but 2.18.1 is talking about a completely different prohibited weld. I told him that 2.18.1, 2, 3 and 2.18.4 are all stand alone statements under 2.18 prohibited joints and welds and one does not apply to the other. Is there something I'm missing here?

Your reading of it is correct. 2.18.1 has nothing to do with 2.18.2, 2.18.3 or 2.18.4, except they are all Prohibited Joints and Welds.

The clause you cite is applicable to cyclic loads only. So, the particular joint details are not necessarily prohibited, they simply are not permitted if it is possible to use a U-groove or V-groove in a butt joint subject to cyclic loads. They are permitted in other types of joints or where cyclic loading is not an issue.
