Are there any restrictions when it comes to welding on the flange of an I beam? Transverse and Longitudinal? If so can anyone point me in the right direction in D1.1?

There are no "restrictions" as such, but there are "considerations" when the nature of the loading is cyclic and fatigue must be considered. There are a number of connection details that will affect the service life of the connection depending on the number of cycles expected and the magnitude of the change in the load.

Under static loads, whether the welded connection is transverse to the primary tensile stress is not given special consideration.
