I'm trying to understand Table 3.2 Prequalified Austenitic Stainless Steels. These are on pages 26, 27, 28, and 29. Page 26 makes no mention of pipe, but its shown 27, 28,  and 29. For ASTM A316L, for example, page 27 shows A312 pipe in one column and A409 pipe in another column. Page 29 shows A813 pipe in one column and A814 pipe in another column.

Tubes are kind of the same thing. For ASTM A304, one column shows A213 tube, and another column shows A249 tube. Page 28 shows A511 tube in one column and A554 in another column.

Can somebody please explain this? I'm more confused than a homeless man on house arrest.

Table 3.2 Prequalified Austenitic Stainless Steels are listed over four pages. Along the headings.... Minimum Tenslie Strength, Minimum Yield Strength, Base Metal Group, etc, etc., these headings change from page to page. Things that are shown on the second, third, and fourth pages are not shown on on the first page of Table 3.2... the headings on each page are different. I'm just trying to understand why, and what are these differences applicable to. We have Stainless handrails to do on two different jobs. One is 304 and one is 316L. I'm hoping to use the same WPS for both grades.
