Is there anything in D1.1:2020 or 2015 to suggest or support that GMAW-P is a separate process that would require welding personnel requalification from a currently held GMAW qualification?

Absolutely not.

As long is the transfer mode for your GMAWP is spray. (Or more accurately, not short circuiting transfer)

If Johnny is qualified for spray transfer GMAW, he is also qualified for GMAWP in the same thicknesses, positions and joints as the original performance qual.

That does not mean that wise production management and process control would not integrate training that includes some type of performance testing to be sure you have your process under control after the change from GMAW to GMAWP.

This does not speak to performance qualification, but I think there is merit in knowing and understanding what the D1.1 committee thinks about GMAWP
