Hello again-

Can someone offer me some direction. Does AWS D1.1 address PWHT in regards to pre-qualified WPS's?

PWHT is fairly comprehensively addressed with regards to prequalified WPSs in the 2002 edition. Check out paragraphs 3.14 and C3.14.

Thanks for the information. Unfortunately the project that I am working on is specifying D1.1:2000 as the governing specification. Do you know if the 2000 edition precludes the use of pre-qualified WPS's with PWHT or addresses it somewhere?

2000 requires you to qualify. Check out paragraphs 3.1, 3.6, and Annex IV.
Even in the 2002 edition there are a number of restrictions to the use of PWHT in prequalified procedures. For instance, if impact testing is required, then PWHT is not prequalified.
