i have been wondering for a while, how is under water welding done with out shocking the piss out of you???????????

Same reason birds do not get the piss shocked out of them when they land on power line.

If you have faulty equipment you may get a tingle untill you start the arc but then it goes away.

You don't put yourself between the electrode and ground (the workpiece). If you do, you will get shocked.
