ARAMCO means Arabian American Oil Company. It shouldn't be very difficult to find out where their headquarters are and get into contact with them.

Aramco certification simply means that you are either working directly for or through an agency for Aramco and are certified by Aramco to perform various inspections on their projects, pipelines and plants. It is of no use anywhere else except with Aramco. It is in addition to other certifications for welding inspectors. They require CSWIP or AWS certifications for welding inspectors. As far as NDT goes they will certify you.
They are no longer called Aramco. They are now called Saudi Aramco or Saudi Arabian Oil Company. They have a website. www.saudiaramco.com.
They also have a jobsite called www.jobsataramco.com.
