when welding highly restrained joints I beleive it is custom and practice to increase preheat levels above those derived from the standard formula for calculating preheat, what is the precentage increase above the calculated value?

I would like to recommend to preheat at max. interpass temperature.
If you want to preheat above max. interpass temperature which was approved during procedure qualification test, you may have a weldment with low toughness and low strength due to slow cooling. Separate procedure qualification test will tell you possible highest preheat temperature.
