In D1.1:2004 Figure 3.2 the chart for Min L shows an E dimension. I'm taking E as the effective throat (tw). My reference is 2.24.1.3 (3). Is this correct?

I believe you're correct. The E dimension is also explained in AWS A2.4, Standard Symbols for Welding......".
