I think DBOL is referring to a interprovincial certificate that would allow a craftsman from one Canadian province or territory to work in another. I've worked on some jobs with welders from Alberta that have mentioned it.

Are you referring to a stationary engineer's license such as a black or blue seal license that's required by the state of New Jersey?
