Am reviewing a PT Procedure that has a "100% of all welds" requirement. Would this include the inside and outside of flange welds or can this be interpretated to mean the outside design strength weld? Is the inside flange weld required to have a PT? Also, is a fillet weld on gussets used on laterals required to have a PT?

To me "100% of all welds" means everything........

All other welds are butt welds and are subject to PT.

It is common for a specification(s) to use a general description but I am surprised that a procedure does not describe the inspection in more detail. At any rate, we always request clarification. On pressure vessels for example, inspection of the process side of all pressure boundary welds is sometimes required, in which case the ID face of the flange welds undergo examination. Sometimes all internal attachment welds are also included in the scope of work. Some of our customers do require final MT or PT on “all welds”, and that is what they get. By the way, Spectronics does make a black light stick that is about
1 ¼” in diameter if you are considering going with a fluorescent penetrant.
