Can anybody tell me is it possible to use 70-30 Cu Ni( ASTM B111 C715 ) in methyl glycol at -20 deg C

Yes. Copper and Nickel are sensible to strong acids and ammonia, and methyl glycol contains none of them.
The low temperature is neither a problem, because neither copper nor nickel show the "ductile - fragile transition temperature" typical of carbon steel; or in other words, they don't get brittle at low temperatures.
