My practice with welder qualification for subcontractor has always been to have all welders take a qualification test to our WPS.
Because I have welders all over the country. I’m running into problems with being able to catch everything.
So my question is.
If our Purchase Order allows us to subcontract portions of particular project out, would it be acceptable to review our subcontractor PQR, WPS, and WQR, and accept them in-lieu of giving each welder a test. I’m not sure if I’m getting to hung up on QW 300.2
Most of our construction projects require all welders to be qualified per ASME IX. It is rare that any of them would require any code stamping.

The answer to this is not quite as easy as yes or no. Each ASME code of construction has a section that deals with this. From memory I believe the following to be accurate:

Section I - No
Section IV - No
B31.1 - Yes
Section VIII - No

You would have to review the subcontractor's WPS/PQR for accuracy and make sure each welder's WQTR is correct.

If it's not under jurisdictional authority, you just have to make sure you are within the guidelines of your own QC program (or change your program to reflect your needs).

The only point that LEAPS right out at me is you saying that you have previously required all subcontract welders to qualify using your company's WPS.' What jumps out at me is this: Are these the WPS' your subcontractors are using in practice? In other words, are your subs using YOUR company's WPS or their own? It doesn't sound to me as though the "Operational Control" clause would apply in this instance.

Our sub's become temp's and weld to our wps This WPS has been approved by our client for that project. At no time do our contractors use our WPS for there own projects.

Hi,
Most contractural requirements specify WQR verification and generally require an on-site demonstration as mine does.
Subcontracting other companies (not as employees) would require their company to meet all your welding requirements.
If I remember correctly, D1.1 will let your Engineer of record accept another companies WQR with the appropriate continuity documentation. I personally wouldn't accept others documentation for various reasons. (mostly liability)
