I won't have my text in front of me until Monday. But if memory serves 0.063 is the line 1595 chose to determine thin/thick quals. So if you wanted to be qualled up to 0.093 you needed to make the weld on 0.063 or greater.. .0.032 to 0.063 fillets were not uncommon to qual for a range of thicknesses. (do NOT take this data to the bank) it needs to be double checked


Note:
In many situations Mil-Std 1595A has been superseeded by AWS D17.1. This may be something you may wish to look into further before proceeding.

Your "cup and saucer" test will qualify you in accordance with AMS-STD-1595-03 as follows:
1.) Min. Thickness = 0.018" [0.067t] (5.3.1)
2.) Max. Thickness = 0.108" [4t] (5.3.1)
3.) Tube Dia. = 1.5" and greater (5.5.1.2)
