This is conerning AWS D14.1-1997.

In Table 2 "Allowable Stress in Weld Metal", the allowable stress is stated as:

0.27 times the nominal tensile strength of the weld metal not to exceed 0.36 times the yeild strength of the base metal.

for the case of shear on the effective area.

My question: Do these values include the required safety factor for lifting devices (Sy/3)?
