The information I have shows the Lincoln has a NR-203M, NR-203 Nickel 1%, NR-203 Nickel C and NR-203 Nickel D. The AWS classifications are E71T-8, E71T-Ni1, E61T8-K6 and E71T8-K6 respectively. All except the Nickel C will meet your requirements for an E70XX electrode.
The NR-203M seems to be a good choice with tensiles between 72-83,000 psi, yield strength between 60-69,000 psi, % elongation between 22-27, Rockwall B between 83-86 and a charpy value between 70-120 ft-lbs @-20 degrees F.
