I am very new to the welding industry. Anyway, I have a problem that one of our contractor requests me to confirm the use of AWS A5.20-95, E70T-4 with AWS A5.29-98, E70T-K2 as an alternate. Why does he want to do that?
Please help.

I can't understand the E70T-4, because it has a low sensitivity to cracking. E70T-K2 has 1.5% nickel for more notch toughness.
