Do my sub-contractor have to carry out new pq test based on B31.3 328.2.2, "by others" even though the same third party inspector witnessed at same location, the owner witnessed, the same brand electrodes will be used, the same grade pipe materials will be used.
Please inform me the definition of "by Others" Procedure.
