I have spent the last few days going over both of these specs, and I am not seeing a whole lot of differences between them. Can someone please tell me what the major differences in the two of them?

There isn't a lot of differences. D17.1 appears to have incorporated most of MIL-STD-1595 and MIL-STD-2219 into one document.

One difference is the "engineering authority", who is the "engineering authority" and how is it determined. It is something that needs to be defined at the beginning of the project.

The biggest difference is that Mil-Std-1595 has been superceded by AWS D17.1.  Some government entities are still referencing Mil-Std-1595 though, a lot of it has to do with the 6g position.
