Often times the inspector will ask for welding procedures which should have been approved by an engineer that usually has limited welding knowledge. What is the most effective way to maintain the inspector's integrity and abide by the jobsite specifications.

You can maintain integrity by following the jobsite specifications.

The engineer may seem less educated in areas of a weld procedure that are important to an inspector, such as travel speed, amps, volts. But engineers are very aware of filler metal strength, heat input (which affect HAZ), and joint geometry.
