v-down is faster and you can fill bigger spaces say for instance your gap isn't just peachy so you run some downs to close your gap or butter the edges.
V-up is much stronger and a hell of alot harder, which is why I prefer v-up unless I'm absoleutely certain I can get Complete Joint penetration with my downhill welds. Works good for thin steel but on anything that counts V-up.
