In the somewhat limited amount of pile welding we've done D1.1 was in effect on the foundation even when D1.5 was in effect on everything above the piers.
I don't know how universal that is tho.

thanks for the fast reply , Regards Jim
In my experience, most DOT organizations have standard specifications and drawings for welding pile. Try that route and see where it leads you.

Word of warning, there are no chemistry restrictions imposed by certain ASTM standards for piling. Weldability may be an issue. I do not believe AWS D1.1 includes all the materials that can be used as piling materials, thus they may not prequalified base metals and must be qualified by testing.
Good luck - Al
While it should be D1.5-it's a bridge afterall....
The owner of the structure has the final say. The project owner can overide any code requirements.
If there is a question of code, it should be presented to the general contractor (unless you are the general).
The general should address this with the project owner.
As an aside...
After all this-you will know less than you do now!! :-)
Good Luck
