What is charpy v notch i just bought two new lincon gas welders 305 amp. and it talked about it ino the specs. i also bought 2 ln-25 does it apply to there welds to.i do mostly structural steel welding

Charpy V-notch is referring to the mechanical properties of either the base material or weld material in the as welded condition.

Isn't Charpy V-notch particular to the impact properties of a material/weld at a certain temperature?

Yes, but I didn't want to get too technical due to the way the question was asked. It is measured in ft/lbs @ a given temperature (usually at 0F or -20F).

edit: This is very important information when dealing with Seismic Welded Connections. FEMA 350 spells out the minimums that the materials need to meet. The job specs should indicate what values the engineer wants, this is usually decided by whether or not the structure will be heated or conditioned while in service.
