it may seems a foolish question but it is : gouging would cause haz region by nearly 600C degree in applying area then it do'nt explain away using grinding instead for CJP weld

it is clear that all cutting and gouging procedure crate a haz region ,but HAZ produced by air carbon arc and plasma arc gouging is normally so shallow that it should be of little or no consequence particularly on surfaces that will be reheated by subsequent welds.

The AWS D1.1 allows both techniques so they must think there is no significant problem. I have never put a temperature measuring device on a ground surface, but grinding can certainly create great amount of localized heating. I would venture the temperatures could approach those of gouging.

Most times you can cool down the metal being ground by spraying water onto it, which of course you can't do when gouging.
So, metal heating because of grinding shoudn't be a great concern.
