The AWS D1.1 allows both techniques so they must think there is no significant problem. I have never put a temperature measuring device on a ground surface, but grinding can certainly create great amount of localized heating. I would venture the temperatures could approach those of gouging.
Most times you can cool down the metal being ground by spraying water onto it, which of course you can't do when gouging.
So, metal heating because of grinding shoudn't be a great concern.
