What construction code you are working under?
Does your client have a job specification listing the PQR requirements?
If you are working on a ship or other ocean going vessel, the appropriate Classification Society may have PQR requirements that are somewhat different than what you already have in place.
Other than the "Z" tensile testing requirements for some structural plate materials, I am unaware of a material specification EH36Z.
My understanding is that critical structural members must have tensile tests through the plate thickness, as opposed to the normal tensile test conducted. I don't see that having anything to do with a PQR though. It has more to do with the quality of plate you use for the finished product.
