ASNT has three different programs for the qualification and certification of NDT personnel.

SNT-TC-1A is a recommended practice and is the grandfather of how to certify NDT personnel in-house. My memory isn't fail proof, but I think the first release of SNT-TC-1 was around 1976. It formalized the methodology of setting up an in-house training and certification process. The Level III was originally thought to be an administrative position, thus it was permissible to "appoint" a Level III to administer the in-house program. Other NDT personnel, i.e., Level I and Level II, were trained and certified by either in-house personnel or trained by an outside organization and certified by the in-house Level III. As the document and industry matured, the appointment of the Level III fell from grace. Now, SNT-TC-1A recommends that the Level III have qualifying experience as a Level II and training. Written examinations are recommended for all levels of certification. Still, it must be understood that SNT-TC-1A is a recommended practice and only provides recommendations for education, training, and experience as well as examinations as a basis of qualification for certification. The company's written practice delineates how the company employing the NDT inspector establishs the requiments for qualification and certification. The written practice may follow the recommendations of SNT-TC-1A or it may modify those recommendations.

A second method of establishing a method of qualifying and certifying NDT personnel is ASNT's CP-189. This document is a standard that delineates the minimum requirements for establishing qualification and certification. The major differences include a requirement that the NDT Level III be certified by examinations administered by ASNT. The instructor providing training is required to be certified as an instructor by the company employing that individual. For practical purposes the instructor must be certifeid as an ASNT NDT Level III for the test method being taught. There are circumstances where an individual with special qualifications may be utilized to provide some training.

The third system is the ASNT ACCP program. This program requires the Level III to pass the ASNT administered examinations, part of which includes writing a NDT procedure for the test method for which certification is sought. This program also certifies the Level II for several NDT methods. The Level II examinations include the written examinations and a practical demonstration of the proper use of the test method and interpretation and evaluation of the indications.

ASNT differentiates between the various Level III certifications as follows:

SNT-TC-1A: Level III for in-house certification. Certification is revoked when the individual leaves the employer.

CP-189: ASNT NDT Level III, certification is based on passing written examinations administered by ASNT. Certification is issued by the ASNT and is transportable from one employer provided the employer's written practice includes acceptance of ASNT certification.

ACCP: ASNT Professional NDT Level III. Certification is based on passing written examinations administered by ASNT and writing a procedure. The certification is issued by ASNT and is transportable from one employer to another provided the employer's written practice includes acceptance of ASNT certification.

Individuals certified by ASNT through CP-189 and ACCP are listed in a registry available at ASNT's website www.asnt.org

Individuals certified by ASNT through the CP-189 or ACCP programs meet the requirements of SNT-TC-1A

Again, remember this is only a synopsis of NDT certification. There are particulars that you need to know. Read the ASNT documents so that you understand how the NDT personnel are certified. It is fair to say that all NDT certifications are not equal.

Answering you question specifically, then the answer is yes, but possibly no! Your company specific written practice will determine these requirements. As mentioned above there are numerous documents detailing these requirements but your company required document will detail what is actually required. A level III or the GM, the President, the Operations manager, a third party like ASNT or Hillier or even a secretary, could perform these duties. It really boils down to the wording in your company document, written practice for the qualification and certification of NDE personnel.

Bama Dave is right. Yes A Level III can certify another Level III provided itis in accordance with your approved written practice. It would be an in-house certification and usually doesn't hold the credibility from a recognized certification program, but is nevertheless acceptable if in accordance with your written practice.
If you are certifying in accprdance with CP-189, then the answer would be NO.
In fact some companies simply appoint a Level III for certification purposes only.
