I need some advice.
If a Lifting lug fabricated from A516-70. with a weldpad of 36mm thk is welded onto a pressure vessel (25 PSI working pressure) fabricated from SA 285-C with a wall thikness of 22mm what will be the required PWHT, if any.
Any advice will be appreciated.

Please refer to the code of manufacture.

Generally the PWHT temperature is decided by the P no. and the alloy content of the material. The soaking period is based on the weld depth.

ASME VIII or AWS D1.1, whatever is the code of manufacture in the case may be referred to.

Assuming this is an ASME Stamped vessel-
Alterations of this type should be done by an "R" stamped repair facility in accordance to the Nat'l Board -NBIC Code.

The reason for the comment about alterations is significant. If you intend for the lifting lug to be a load bearing part (as it seems to be), calculations to support the installation would have to be performed by the R Stamp holder (and reviewed by the AI).
