DO I NEED TO REQUALIFY A WELDING PROCEDURE IF THE ONLY THING THAT IS CHANGING IS THE MAKER(TRADE NAME) OF THE ELECTRODE.

I am assuming you are using the D1.1 since you posted under.
The only time it is required:
If you are using the Supplementary Essential Variables for CVN Testing applications, for the FCAW process. Table 4.6 p141 AWS D1.1:2006 ed.

For D1.5 it is required except for solid wire GMAW, or prequalified SMAW.
