if a welder qualifies useing abs grade a plate, what is the base metal qualification range using d1.1 as a guideline?

There really isn't enough information to answer your question. Material ABS Grades AH32 and AH36 are listed as materials in D1.1 however for welder qualification "ranges" you must know the thicckness, position, process etc..

Basically as far as welder qualification goes, any of the base metals may qualify the welder for other base metals. This is based on the content in AWS D1.1 98 edition Table 4.10.
