4.1.2.2 Qualification Responsibility. Each manufacturer or Contractor shall be responsible for the qualification of welders, welding operators and tack welders, whether the qualification is conducted by the manufacturer, Contractor, or an independent testing agency.
The owner can specify nearly anything in the purchase order as long as the requirements are clearly stated and the owner is prepared to pay the price quoted by the fabricator.
However, don't attempt to add the requirement as an after-thought after the contract has been awarded.

Well I work for Company 2. And we have build stuff for Company 1 before (way before my time) and I guess the CWI at the time was fighting with them about this subject. Now he is gone and people have been talling me that he had a heck of a time with this. I just want to be Cocked, Locked and ready to Rock when we start dealing with the paper work part of this nightmare.

The above responses are correct. Motgar points you in the right direction in the code. Al's comment is also on the money - for more info on that go to 1.4.1 of the code. If the Engineer approves it, company 2 can use company 1's WPSs.

For welding operator qualification, it shouldn't matter whose WPS it is. D1.1 paragraph 4.18 implies no WPS is required at all for welder/welding operator qualification, as long as you meet position & process requirements; D1.5 just calls for "a WPS", not even "an approved WPS".
Production procedures are another story. It's a little iffy to use WPSs qualified by one facility in another facility; if that were okay, there would be data banks of PQRs for sale (not to be confused with SWPS) so that anyone could write WPSs from them. But as others have said, whatever the Engineer buys is legal.

What year D1.1 are you referencing?
Paragraph 5.18, in the 2006 edition, is titled Temporary and Tack Welds.

Paragraph 4.21, in D1.1:2006, first sentence says: "The welding personnel shall follow a WPS applicable to the qualification test required."
Cool. It made more sense to have something there, but I couldn't find it when I went looking. Regardless, it doesn't get very specific about what kind of WPS other than it be "applicable" (which to me means position & process to be qualified). I have it on good authority that the D1.5 interpretation is that Engineer approval or pre-existing PQR for the welder qualification WPS is not required, and D1.5 is a lot fussier about that sort of thing.

haven't seen paper work yet but more then likely 2006.
