If my process is qualified using A 572-65 base metal, is it also qualified using A 36 base metal in the same thickness, using the same filler metal and the same weld settings? This is an automatic process qualification.

I would look in clause 3 of AWS D1.1 regarding matching filler/base metal combinations

If you are talking about D1.1 or D1.5, than yes.  I assume it's the same with other common codes but I don't know that.

If the initial procedure is considered prequalified, then a prequalified procedure could also be written with A36 to A36.

If the initial procedure did require a WPS qualification, welding ASTM 572-Gr 65 to 572-65 is qualified for Group III to Group III.  Per Table 4.8 ASTM A36 to A36 (Group I to group I) would then require a new qualifiation of the WPS. 

(and also check 3.1 table as Hogan mentioned.  ASTM 572-65 is 80ksi, ASTM A36 is 70ksi for prequalified base metal - filler metal combo)
