we are fabricating riser clamps for oil risers (friction type clamp). 8" pipe welded with clamps(pipe cut piece of 180deg circumference acts as a clamp) in bottom and top. It is like a T coonection in T K Y joints. but there is no weep hole drilled in the in between pipe. while doing welding in the top and bottom side there is no way for gases to escape. Is it acceptable weld as it is? but in drawing there is no weep hole? but it is a closed welding.

I don't make assumptions about the relevant spec and code, so it might be a good idea to post that info with your question. As a general rule of thumb, it's a good idea to have a weep hole, but without specifics, It's not wise to go beyond that.
