I hope some of you can give me some assistance. I have been given the task of preparing a WPS for D1.4 that will cover fillet welds and a double flare bevel joint. I am quite familar with D1.1 ,but really have done little work with D1.4. We will be welding #8 bar(A706, GR.60 to 1/2" A36 plate. I think the test that I am going to have to perfom is Flare-bevel-groove, indirect butt joint. (page 41, 2005 D1.4 ). At this point the trouble I am having is determing the dimension of length of weld to make. Looking at 6.2.4.3 (2.) it says" the length of the connecting welds shall be such that the total shear capacity is equal to 0.6 times the minimum specified tensile strength times the nominal area of the solid bar"  Huh?????????   Please advise a D1.4 greenhorn. How do I determine the nominal area of the bar?

See annex B, I don't know if its still B in the '05, I'm looking at '98

Look in the notes page 41 if doing C the angle to bar test using E70xx then L1 = 2.99  if using the 2 bars then L1 = 1.49 both will have an "E" value of 1/2 the bar diameter times .4 (figure 2.1 A) or .20   If using E80xx then L1 = 2.62  if using the 2 bars then L1 = 1.31 the value of "E" will remain the same.
The Bar diameters / area are found in the ACI 318 Appendix "E" (05) was "F" (02)
In your case the area is .79 for 1 inch /#8 rebar
