If a plate is Heated uniformly for hot forming, provided that the temp to which the plates are heated for hot forming does not significantly exceed normalizing temps would this plate require anything more to be considered normalized?.

To a  large extent  it  depends  on  the forming  severity  -

If  you  are just doing  a  radius  it  is one  thing  ,  If  you  are  doing  severe  forming  you  might  get   grain ( of the  steel )

refinement  (smaller grain  size )

one more thing, I was told that an x-ray film that shows all wires but has a density of 1.2 is acceptable per ASME code, i do not see this, i do see in sec V density limmits 1.8 min is there anything in the code that allows acceptance based on wire IQI only?
