I heard that A53 is used for Process Piping (as it is available in welded and seamless form) & A106 for Utility Piping (due to seamless type)
Whether this statement is true for any Service and irrespective of design/operating conditions?

No, this is not correct.  A53 and A106 come in various grades based on chemistry, method of manufacture (seamless or welded) and strength level.  A particular specification and grade is selected by the designer based on pressure, temperature and intended service environment.  They are not interchangeable without evaluation by the designer.
