What is the nickle content for SA516 GR 70
how would you answer

SA516-70 has no specified nickel addition.  There may be some trace amount that is limited by SA-20.

SA20 limits max. nickel to 0.40 wt% in the heat analysis or 0.43 wt% in a product analysis.

and what about them? Is it a requirment?
Should SA-20 be adhered to as well as the product spec?
i thought that sa-20 covered a large range of general requirments?

SA20 does cover a large range of general requirements, one of which is the limits on unspecified elements. SA20 is referenced in SA516 and is a requirement to be met by any spec that references it.

so if asked that question on a test and i gave the product analysis and the heat analysis from sa20 for nickle would you mark it wrong?

Depends on how the question was worded.  If it asked what amount of nickel is "allowed" by SA516 for Grade 70 material, I would mark it correct.  If the question is what amount of nickel is "specified" by SA516 for Grade 70, the answer is "none".
