In my opinion you have already spent too much time worrying about somebody else.

The cream naturally rises to the top.

If the guy is no good at his assigned duties than nature will take it's course and he will be weeded out...

Or maybe he just doesn't know a few things that you know.. Welding is a big field.. I wonder if there have been times that somebody may have asked the same question about you.

Once upon a time, all CWI's were "newby's" when I look back on some of the inspections I did when a freshman CWI I shudder.... that was 29 years ago... so if this person is fresh out from under the hood undoubtedly he has room to grow. The CWI is a beginning, not an end.
