Is there a way to repair lamination on pipes or plate?

Yes,
But the cure (repaired by welding) is usually more expensive/time-consuming than the alternative of removal and replacement the offending laminated piece.
As a graphic example...Imagine a lamination coming to the surface that was, say, the size of your big toenail and 1/4" in maximum depth observed at the edge of a weld prepped area on a piece of plate 1-1/2" thick. Sure, grind it out, weld it up, blend it down to original profile (providing a proper repair procedure is available).
This is a loaded question. All laminations are not created equal....

NEWBIE AWS D1.1 2008 Clause 2.6.3 discusses laminations and lamellar tearing and in the commentary C 2.6.3 it discusses it in some detail explaining that definitive rules cannot be provided in the code to assure that it will not occur and that the  commentary is intended  to help provide understanding of the causes and to provide guidance on means to minimize the probability of occurrence.
I had to develop a procedure a couple of years ago for repair. It was not a strength issue but a watertight ability they were wanting, the lamination was in the web. Good Luck.

Lamination should not be repaired as it is a mill rolling defect and is liable to grow as you try to repair it.
Laminated materials may be used however, at the Engineer's discretion, in cases where the lamination would have no ill effects, such as if the plate is in compression only, or the pipe is non pressurized drain line etc.
So, in other words, either scrap it or find a use for it where it can't hurt anybody.

And another thing to remember with laminations - when there is one, there are usually more.

In SA 20 Edge imperfections
Laminar type discontinuities 1” and less In length visible to the unaided eye on an edge of a plate as prepared for shipment by the manufacturer or processor are acceptable and do not require exploration.
