Excellent catch.
I found the requirement or limitation in Section VIII (95) Article UCS-56 addressing postweld heat treatment for carbon steels for P-1 groups 1, 2, and 3 and P-3 groups 1, 2, and 3 and specific exemptions [subordinate clauses (f)(4)(a)] to PWHT requirements for welded repairs (not the initial welding requirements). So, there is a limitation applied to the width of the weld bead deposited with low hydrogen covered electrodes, but it only applies to welded repairs made after PWHT has been completed and it is imposed (along with several other requirements) if contractor wishes to complete the welded repair without PWHT once the repair is completed. That being the case, I stand by my position that there are no code imposed limitations for the width of the weave bead in a production weld. If the repair is made and subjected to PWHT, the code restriction on the width of a weave bead does not apply.
This little exercise demonstrates how essential it is to include the proper reference to the article(s) and clause(s) being cited to prevent misleading people as to how specific requirements apply. As we see here, the restriction does not apply except in a very specific application, i.e., a repair weld made on a vessel that has already been subjected to PWHT without subsequent PWHT once the repair is completed. The user (of the code) has to be very careful to read all the pertinent articles and clauses before coming to a conclusion as to what the actual requirements are and when they are to be applied.
An interesting exercise and an interesting (and important) bit of information needed if one is engaged in repairs on vessels constructed to Section VIII Division 1 requirements.
