I want to know 4EA mean what. I have read B16.34, no point about this. Any reply will be appreciated!

Could it be something as simple as:
Four Each = 4EA

Are you sure you are after a 3000 series. The highest rated flange I have seen or have fitting dimensions for is 2500 series.
No 3000

ANSI B16.34 goes to 4500#.
