why we are doing PWHT? and if a toxic fluid is moving inside the pipe will the pipe need PWHT

Toxic is different than lethal. Lethal fluids kill a person even if they're in traces. Toxic fluids kill a person when they're in larger quantities.
Take a look at B31.3 and see what it says.
