I have been assigned to write procedures for our field crew.

They will be welding handrail .095 -.120 wall, astm A513 with .035 E71T-11 specifically lincoln nr 211.

My questions:

what code should i write the procedures to?

D1.1 does not recognize the astm a513 so i would have to qualify?

what do you think about the nr 211?

AWS A5.20 states that E71T-11 is not recomended for a bend test or charpy V notch, so you will probaly want to preform a CJP on some A513 tubing that way a tension test can be done. A5.20 page 30 section A7.11 talks a little more about the electrode but no where does it discuss qualification of this wire. I know this info isn't much but i hope it helps

NR-211 has no recognized charpy value. If specs call for a charpy value, dont use it. This is due to high content of nickle. I am unsure of compatability between the two materials.  PQR/WPS qualified through testing and submitted to a project specific engineer is in order.
My understanding from a fellow inspector who recently ran across a contractor who substituted A 513(DOM) for  A 500 Gr B, was that the fabricator had to re fab all his braces due to engineering rejectance based on tensile values almost twice that of the A 500. This was a very expensive gamble the contractor took. It was only through inspectors diligence in plans/specs and proper mat ID that the issue was caught. It seems to be a very strong and not so ductile material. Engineer rejected it based on expected bending moments at braces versus columns or beams.

Edit:
1. Handrail is not structural per AISC.
2. Are you sure this material thickness (handrail) falls into D1.1.
3. We see alot of 211 on handrail and light gauge framing. Project specs on a lot of school jobs exclude non-charpy filler metals.

The handrail is 1 1/2" round astm a513.

D1.1 is from 1/8" and up.

Should i be qualifing this procedure to D1.3???
