all this speaking of the farm code, has any ever made an effort to actually start compiling all this information into one document

off the top of my head

Yes there is and I believe it is due for a revision. :-)

The code should include the requirements for third body inspections

In terms of the Farm code, third party inspections means the farmers daughter.
