Also. is it  a single-bevel with 45 deg. become automatically must full-penetration weld?

  Yes, single bevel with 45 degree CJP. Fillet weld on the other side.

If you can, you should check with the designer/engineer to see what the intent is. 
That joint detail is often used where a fillet might be  specified,  but it becomes a groove configuration because of the plate angle. 
You really don't want to backgouge that root if you don't have to - so it might be that partial joint penetration was actually intended but not shown.
