Welds are tested according to ASME (American Society of Mechanical Engineers), API (American Petroleum Institute) and/or AWS (American Welding Society) standards, not ASTM.
ASME I Code: boilers.
ASME VIII Code: pressure vessels.
ASME B.31: pressure piping.
API 1104: gas and petroleum products pipelines.
AWS D.1: structural steel.
All other applications not included in one of those will follow AWS.

but my main problem is at tension specimen. when we use reduced section-plate and when reduced section-turned specimen?

I am not aware of a standard that makes that decision for you. It is an engineering decision.

In my opinion the turned specimens are thing of the past. They used to facilitate quick math since the dimension could be calculated against the raw data and an ultimate tensile strength be determined in your head in a matter of seconds. In this day and age of computerized tensile machines who needs it. And the turned specimens are more expensive.
