I HAVE A COLD WORKED ( BENDING AND SWAGING)  BOILER TUBE FROM MATERIAL A192 AND 4 MM THICKNESS THE MANUFACTURE MANUAL ASKED FOR STRESS RELIEVE HEAT TREATMENT AFTER COLD WORK (HEATING 100 C PER HOUR TELL 630 THEN 1 HOUR HOLDING TIME AND COOLING 100C PER HOUR ) I WANT TO KNOW WEATHER THIS PROCESS HAS AN EFFECT ON HARDNESS VALUE OR NOT

It most likely will have an effect on the hardness value.

If you check the hardness on the extrados of the bend, you will find that it will be harder than the unbent portion.  Stress relieving would be expected to lower the hardness in the bend and potentially the unbent portion.  You can check it before and after stress relieving in both areas to confirm the effect.
